The current anti-dumping duty rate for non-dispersion-shifted single-mode optical fibers is applicable to imported cut-off wavelength-shifted single-mode optical fibers originating in the United States.

After the implementation of the above measures, in view of the changes in the trade environment, the Ministry of Commerce proposed to the Tariff Commission of the State Council to stop the implementation of anti-circumvention measures against imports of relevant cut-off wavelength-shifted single-mode optical fibers originating in the United States, and the Tariff Commission of the State Council made a decision based on the proposal of the Ministry of Commerce, effective November 10, 2025, the current anti-dumping duty rate on imports of non-dispersion shifted single-mode optical fiber originating in the United States will cease to apply to imports of relevant cut-off wavelength shifted single-mode optical fiber originating in the United States.

In response, a spokesman for the Ministry of Commerce said: according to the relevant laws and regulations on export control, the Ministry of Commerce issued announcement No. 13 and No. 21 of 2025 on March 4 and April 4, 2025, respectively, which included 31 U.S. entities in the export control control list and prohibited the export of dual-use items to them. In order to implement the consensus of China-US economic and trade consultations in Kuala Lumpur, China has decided as of November 10, 2025, the above-mentioned relevant measures will be suspended for 15 U.S. entities listed in Announcement No. 13; the above-mentioned relevant measures will be suspended for 16 U.S. entities listed in Announcement No. 21 for one year.. If export operators need to export dual-use items to the above-mentioned entities, they shall submit an application to the Ministry of Commerce in accordance with the relevant provisions of the Regulations on Export Control of the People's Republic of China Dual-use Items. The Ministry of Commerce will conduct a review in accordance with laws and regulations, and a license will be granted if it meets the regulations.

A spokesman for the Ministry of Commerce said: in accordance with the the People's Republic of China Anti-Foreign Sanctions Law, the provisions on the list of unreliable entities and relevant provisions, the working mechanism of the list of unreliable entities will be announced on March 4 and April 4, 2025. A number of US entities will be included in the list of unreliable entities and corresponding measures will be taken. In order to implement the consensus of China-US economic and trade consultations in Kuala Lumpur, China has decided from November 10, 2025, continue to suspend the April 4 announcement (Unreliable Entity List Working Mechanism Announcement [2025] No. 7) related measures for one year, and stop the March 4 announcement (Unreliable Entity List Working Mechanism Announcement [2025] No. 5 and 6) related measures.
