EU Machinery Compliance Update 2026
1. Regulatory Update Overview
In March 2026, the European Commission adopted Commission Implementing Decision (EU) 2026/546,published in the Official Journal and effective upon publication.
The Decision updates the list of harmonised standards under Directive 2006/42/EC,including several standards relevant to food processing and packaging machinery.
2. Harmonised Standards and Presumption of Conformity
According to the EU regulatory framework, manufacturers can obtain a 'presumption of conformity' by applying harmonized standards published in the Official Journal of the European Union, which facilitates the demonstration of their products' compliance with the fundamental safety and health requirements of the Machinery Directive.
When updated standards are introduced, previous versions typically remain valid during a transition period, allowing manufacturers time to adapt.
3. Key Standard Updates (Food & Packaging Machinery)
(1) EN 415-2:2025
Covers packaging machines handling pre-formed rigid containers (e.g. filling and sealing), addressing safety requirements across the full lifecycle.
(2) EN 415-8:2025
Updates safety requirements for strapping machines, replacing EN 415-8:2008, which remains valid during a transition period.
(3) EN 15180:2025
Applies to food depositors used in food processing machinery, specifying safety and hygiene requirements during operation and food handling.
4. Compliance Timeline
Effective Date: The Decision entered into force on 13 March 2026.
Transition Period: The presumption of conformity for EN 415-8:2008 remains valid until 20 January 2027, providing a transition period of approximately 10 months. For new equipment procurement and technical specifications, it is recommended to adopt the 2025 version standards from now on.
5. Future Framework: Machinery Regulation (EU) 2023/1230
The Regulation (EU) 2023/1230 will apply from 20 January 2027, replacing the current Directive.
Key updates include:
· Expanded requirements for software and digital systems
· Consideration of connected equipment risks
· Updated conformity assessment procedures for certain high-risk machinery
