The construction of China (Xinxiang) Cross-border E-commerce Comprehensive Pilot Zone (hereinafter referred to as Xinxiang Cross-border E-commerce Comprehensive Pilot Zone) is an important measure to build an inland open highland and promote the quality and efficiency of foreign trade. 1. General Requirements

Relying on superior industries such as fine chemicals, textiles and clothing, and lifting equipment, the

strengthens policy guidance, financial support and government services, pays attention to the empowerment of digital intelligence, promotes industrial transformation and upgrading, and promotes the coordinated development of "manufacturing cross-border e-commerce services". Focus on building a leading area for the transformation and upgrading of traditional industries. Based on the resource advantages of colleges and universities, support the construction of incubation bases, attract high-level talents to settle in Xingye, encourage key groups to innovate and start businesses, gradually expand the scale of cross-border e-commerce industry, and strive to build cross-border e-commerce entrepreneurship and innovation clusters. Give full play to the advantages of transportation location, accelerate the construction of the logistics hub system, cultivate new advantages of cross-border e-commerce channels, improve the level of trade facilitation, better integrate into the joint construction of the "Belt and Road", and focus on building important node cities on the Silk Road. After three years of exploration and practice, five cross-border e-commerce industrial parks have been built, more than five cross-border e-commerce characteristic industrial belts have been cultivated, and more than 100 cross-border e-commerce enterprises have been cultivated annually. The annual import and export volume of cross-border e-commerce has exceeded 10 billion yuan. The mechanism and system for promoting the innovation and development of cross-border e-commerce have been further improved, and a high-level cross-border e-commerce comprehensive pilot zone with efficient regulatory service and obvious industrial characteristics has been built.

2. key tasks

(I) building two platforms.

1. Online integrated service platform. Relying on China (Henan) International Trade "Single Window" and Xinxiang City Government Service Platform, etc., build a cross-border e-commerce online comprehensive service platform, strengthen multi-departmental information exchange, mutual recognition of supervision, and mutual assistance in law enforcement, and provide cross-border e-commerce companies One-stop services such as filing, customs clearance, logistics, payment, foreign exchange settlement, insurance, brand operation, and market development.

2. offline industrial park platform. Relying on development zones, logistics parks, e-commerce centers, etc., a number of cross-border e-commerce industrial parks with distinctive characteristics and coordinated development are planned and constructed.

(II) build six systems.

1. Information sharing system. Relying on the online integrated service platform, establish an information sharing system that integrates data from business, customs, finance, taxation, market supervision, postal and other management departments and data from cross-border e-commerce companies, financial institutions, logistics companies, and industrial parks.

2. Financial services system. Encourage financial institutions, payment institutions, credit reporting agencies, and foreign trade integrated service companies to carry out business innovation, and provide one-stop financial services such as payment, settlement, financing, and insurance for cross-border e-commerce companies.

3. Statistical monitoring system. Improve the cross-border e-commerce monitoring system, integrate transaction, logistics, customs clearance, payment and other data, strengthen analysis and judgment, and provide decision-making consulting services for business operations and government supervision.

4. Risk prevention and control system. Strengthen the risk monitoring of cross-border e-commerce product sources, product quality, safety access, transactions, taxation and other key links, carry out risk analysis of the whole process of cross-border e-commerce, and effectively prevent and control various risks.

5. Intelligent logistics system. Construction of logistics intelligent information system, logistics warehousing network system, logistics operation service system, the formation of a functional logistics service support system. Support cross-border e-commerce enterprises and logistics enterprises to build overseas warehouses.

6. Credit management system. Collect basic credit data of enterprises, build a cross-border e-commerce enterprise credit information database, strengthen the credit evaluation of cross-border e-commerce enterprises, explore the implementation of classified management, and guide enterprises to operate in compliance.

3. key initiatives in

(I) the construction of Xinxiang City cross-border trade service center.

integrates the services of customs, taxation, foreign exchange, commerce, market supervision, entry and exit, foreign affairs, electronic ports and other departments, and brings together foreign trade comprehensive service enterprises, financial institutions, freight forwarding enterprises, customs declaration enterprises, payment institutions and other businesses. to achieve "one-stop" government affairs, "one-stop" policy coverage, industrial ecology "one-stop" service.

1. Logistics services. With the international dry port of Xinxiang Economic Development Zone as the backbone, large-scale warehousing and logistics bases as branches, and various industrial parks as nodes, a multimodal transport logistics network with resource sharing and business collaboration is constructed. Enhance the operation capacity of China-Europe trains (Xinxiang), promote the normal operation of international trains from Xinxiang to Central Asia, Western Europe and ASEAN, and open up special lines from Xinxiang to Qingdao Port and Lianyungang Port to smooth the logistics trunk line from Xinxiang to ASEAN, Japan, South Korea and the Americas. Smooth international express transportation channels, connect Zhengzhou Xinzheng International Airport and China (Zhengzhou) important international mail hub ports, and open the "North Henan cargo collection air direct mail" channel. 2. Customs clearance services. Build a cross-border e-commerce supervision center and improve facilities such as intelligent inspection, bonded storage and quarantine treatment. Relying on the online integrated service platform, we will establish a commodity traceability system with traceable sources, traceable destinations and accountable responsibilities to achieve intensive and efficient supervision. We will promote innovation in foreign exchange supervision, support banks in handling cross-border e-commerce foreign exchange business on the basis of electronic transaction information, and implement a policy of settlement of warehousing, logistics, taxation and other expenses incurred by cross-border e-commerce enterprises in exporting goods abroad and the spread of export payments. Support foreign trade integrated service enterprises to handle export collection procedures for small and micro enterprises. We will promote innovation in tax supervision, implement differentiated management and services, and improve the quality and efficiency of tax refund (exemption) for first-, second-and third-class export enterprises. We will build a joint incentive and disciplinary system for trustworthiness in cross-border e-commerce transactions, establish a three-level wind control network for "government platform enterprises", comprehensively collect information and data such as declaration lists, orders, payment forms and logistics forms, analyze key sensitive information, and effectively prevent and control various risks.

2. Financial services innovation. Optimize financing services, encourage financial institutions to explore and carry out intellectual property pledge financing and railway transport document financial service innovation, and support financial institutions to provide enterprises with credit loans, foreign trade accounts receivable financing, tax refund financing, warehouse receipt financing, credit insurance policy financing and advance tax refund services. Optimize third-party payment services, encourage payment institutions to cooperate with banks, connect with cross-border e-commerce online integrated service platforms, build online foreign exchange settlement systems, and improve the efficiency of cross-border e-commerce fund settlement. Optimize export credit insurance services, implement provincial-level cross-border e-commerce export political risk insurance policies, and encourage insurance institutions to customize personalized underwriting solutions for cross-border e-commerce enterprises.

3. Intellectual property protection innovation. Conduct regular training on intellectual property protection, guide cross-border e-commerce enterprises to establish an intellectual property management system, and enhance cross-border e-commerce enterprises' awareness of compliance operations and the level of risk prevention and control. Implement support policies for enterprises to register trademarks, apply for patents, and carry out overseas product certification, issue cross-border e-commerce intellectual property protection guidelines, promote efficient coordination of overseas intellectual property protection, foreign-related legal services, and overseas investment management, and improve foreign-related intellectual property rights Protection level. Relying on the advantages of agricultural seed industry and modern logistics in Zhongyuan Agricultural Valley to build a comprehensive service base of "cross-border e-commerce agriculture. Actively develop the "cross-border e-commerce industrial belt" model, and create advantageous and characteristic industrial belts such as fine chemicals, lifting equipment, vibration screening, auto parts, textiles and clothing, food processing, smart home appliances, new energy batteries, and characteristic agricultural products. 3. E-commerce talent cultivation action. In conjunction with industrial parks, universities, industry associations and cross-border e-commerce enterprises, Xinxiang cross-border e-commerce industry and education alliance was established to innovate talent training mode and carry out "order type" talent training. We will build a number of cross-border e-commerce compound talent training bases, open "green" channels for students to start their own businesses, and provide services such as rent-free work stations, shared live broadcast rooms and enterprise mentors. Strengthen the introduction of high-end talents, encourage cross-border e-commerce high-end talents to settle in Xinxiang, and include qualified talents in the support scope of the "Xinxiang Talent" program. 4. Overseas warehouse optimization layout action. For enterprises with the intention of building overseas warehouses and great development potential, increase policy support and guide enterprises to actively carry out overseas warehouse layout.
