Guide foreign trade enterprises to expand the domestic market, domestic trade enterprises to expand the international market, cultivate and strengthen the main body of the integrated domestic and foreign trade management market, help improve the level of domestic and foreign trade integration, and create a leading area for the development of domestic and foreign trade integration. Through three years of exploration and practice, we have cultivated more than 5 cross-border e-commerce characteristic industrial belts and 11 cross-border e-commerce industrial parks. There are more than 1000 cross-border e-commerce operators, and the annual transaction volume of cross-border e-commerce has exceeded 10 billion yuan. A high-level cross-border e-commerce comprehensive test zone with obvious industrial characteristics, efficient regulatory services and a sound ecological system has been built.
2. key tasks(I) building two platforms.
1. Online integrated service platform. Relying on the "single window" of China (Henan) international trade, we will build a comprehensive online service platform for cross-border e-commerce, promote the information sharing of commerce, customs, taxation, foreign exchange management and other departments, financial institutions and cross-border e-commerce enterprises, improve customs clearance, logistics, finance, insurance, tax rebate and other functions, and provide all-round and integrated services for cross-border e-commerce enterprises.
2. Offline industrial park platform. Accelerate the construction of cross-border e-commerce industrial parks in the Kaifeng Comprehensive Bonded Zone, encourage qualified counties (districts) to build cross-border e-commerce industrial parks with distinctive features and complete functions, introduce upstream and downstream enterprises in the cross-border e-commerce industry chain, and cultivate a group An industrial park integrating customs clearance, warehousing, logistics, commodity display, and business incubation.

3. Logistics support system. Integrate logistics resources, accelerate the construction of Kaifeng International Dry Port and Kaifeng Comprehensive Bonded Zone cross-border e-commerce inspection center, strengthen the linkage with Zhengzhou Xinzheng International Airport and Zhengzhou International Dry Port, promote the close connection of regional logistics networks, and form an efficient and convenient logistics service system.
4. Credit regulatory system. The implementation of hierarchical classification management, the high credit rating of cross-border e-commerce enterprises goods to implement fast review, fast inspection, fast release. Accelerate the cultivation of AEO (customs certified operators) enterprises. Optimize and improve regulatory services to guide enterprises to operate in good faith.
5. Statistical monitoring system. Strengthen industry monitoring, integrate and analyze data from regulatory authorities, cross-border e-commerce companies, logistics companies, and financial institutions, do a good job in data collection and classification, and provide decision-making consulting services for government supervision and business operations.
6. Risk prevention system. Explore the establishment of cross-border e-commerce risk information collection, risk assessment, risk early warning disposal, risk control and other mechanisms to effectively prevent trade frictions. Strengthen the protection of intellectual property rights in cross-border e-commerce, and explore the establishment of an overseas intellectual property rights protection assistance mechanism.

Guide specialized and special new enterprises to use cross-border e-commerce channels to expand their business, and support qualified cross-border e-commerce enterprises to apply for high-tech enterprises, technologically advanced service enterprises, specialized and special new enterprises, and so on.
3. Cultivate well-known cross-border e-commerce brands. Encourage commissioned production and commissioned design enterprises to register their own brands, and support qualified cross-border e-commerce enterprises to build direct consumer-oriented brands and enhance international competitiveness. Support enterprises to carry out overseas trademark registration, international certification and patent applications, and encourage qualified enterprises to cross-border mergers and acquisitions of foreign brands. Support enterprises to use social media, cross-border live broadcast and other channels to promote brands and enhance brand awareness.

3. Build a "cross-border e-commerce equipment manufacturing" industrial belt. Guide the integrated development of domestic and foreign trade of equipment manufacturing enterprises, support enterprises in air separation equipment, agricultural machinery equipment, construction machinery and other industries to build cross-border e-commerce product research and development centers, and strengthen brand cultivation. Support qualified enterprises to build independent stations and improve the level of online promotion.
4. Build a "cross-border e-commerce agricultural and sideline products" industrial belt. Give full play to the advantages of garlic planting and processing in Qixian County, and promote the upstream and downstream enterprises of the industrial chain to expand the international market through cross-border e-commerce. Support enterprises to carry out quality certification and standardization of agricultural products, and gradually expand the export of agricultural products. Encourage Kaifeng "time-honored" products to achieve the integration of domestic and foreign trade operations, through cross-border e-commerce channels to open up overseas markets.
5. Build a "cross-border e-commerce cultural art" industrial belt. Give full play to the policy advantages of Kaifeng cross-border e-commerce comprehensive test zone, Kaifeng comprehensive bonded zone and China (Henan) pilot free trade zone as national cultural export bases, and actively carry out institutional innovation in the field of cultural works of art. 1. Optimize customs clearance convenience services. For eligible export commodities, the declaration shall be simplified according to the four-digit tax number. We will improve the regulatory measures for the return of cross-border e-commerce export commodities, explore the development of general export, special regional export and enterprise-to-enterprise export return business, and improve the timeliness of return. Continue to improve the level of informatization and intelligence of cross-border e-commerce customs clearance, and promote the facilitation of cross-border e-commerce supervision.
2. Optimize tax collection and management services. Implementation of cross-border e-commerce export overseas warehouse refund (exemption) policy, to achieve export overseas warehouse departure tax refund. For eligible cross-border e-commerce export enterprises exporting goods that have not obtained valid purchase certificates, the VAT and consumption tax exemption policies will be implemented on a trial basis. For eligible cross-border e-commerce enterprises, the enterprise income tax method shall be approved on a trial basis, and the taxable income rate shall be determined at 4%. Actively promote export tax refund (exemption) matters "non-contact" processing. We will implement the tax policy on returned goods exported by cross-border e-commerce, and exempt the returned goods from import duties, value-added tax and consumption tax on import links.
3. Optimize foreign exchange management services. Establish a foreign exchange management system of dynamic monitoring, total volume verification and classified management. Support data interconnection between financial institutions and online integrated service platforms, and handle cross-border foreign exchange payments and foreign exchange settlement and sales for cross-border e-commerce enterprises. Domestic individuals engaged in cross-border e-commerce can handle cross-border e-commerce foreign exchange settlement through their personal foreign exchange accounts. Domestic individuals who handle the settlement and sale of foreign exchange under cross-border e-commerce and provide proof of the transaction amount or electronic information on the transaction do not occupy the annual facilitation quota for individuals.
4. Optimize logistics services. We will speed up the construction of Kaifeng international dry port, promote the construction of an international container transit center, and open the China-Europe train as soon as possible. Connect Zhengzhou Xinzheng International Airport and Zhengzhou International Mail Hub Port to explore one-stop services such as international cargo transportation, inspection and customs clearance.
